John Ellwood, professor at the Goldman School of Public Policy

John Ellwood

John W. Ellwood is a professor at the Goldman School of Public Policy at UC Berkeley, where he teaches political analysis, public management, and public-sector budgeting. Trained as a political scientist, he spent seven years as a staff member on Capitol Hill, first at the U.S. Senate Budget Committee and then at the Congressional Budget Office, where he was special assistant to the CBO director. He served as research director of the non-partisan think tank Public Policy Institute of California (1995 -1997), where he led a study of issues affecting California’s governance and public finance. His work centers on the congressional budget process, legislative behavior, and corporate governance mechanisms.

Ellwood directs the Berkeley site of the Robert Wood Johnson Post-Doctoral Program in Health Policy Research and is on the board of California Budget Project. His books include “The Revenue Burden in California Since Proposition 13, Limiting Congress' Budget Making Power,” and “Reductions in US. Domestic Spending: How They Affect State and Local Governments.”
